Subject: Ongoing Presidential and Parliamentary Elections in Sudan, April 13-16, 2015.
A democratic system, is one that democratic principles, a multi-party system, public freedoms and separation of powers, are all constituted and established. In such context elections, in a transformational situation like the one in the Sudan, become a means for achieving peaceful and smooth transfer of power. However, the situation in Sudan is that where all state civil and military institutions, as well as ethnic militias, have all become affiliated to ruling part (the National Congress Party- NCP). This is why we believe that the holding of the elections, instead of leading to the desired political transformation, will only deepen political the national crisis in Sudan. The ongoing elections have shown all the signs and clues that it is being rigged up by the NCP while trying to give the impression that the regime is a democratic one.
Bellow, we pinpoint the reasons that make us believe that the ongoing elections are fake:
• The elections are organized and managed by an illegal political regime, led by a president who came to power by a military coup that overthrew a democratically elected government. Further, it is a regime whose President is indicted by ICC for crimes against humanity.
• Since this regime assumed power in 1989, the extant of civil war has immensely widened, extending from what was Southern Sudan to new areas such as Eastern Sudan, Darfur, South Kordofan, the Nuba Mountains and Blue Nile. Right now, with the exception of Eastern Sudan, the civil war is going on in all above areas which means that it is unsafe to run ordinary elections in most of the country.
• The recent constitutional amendments give the President and the Security organs unrestricted powers that are actually being used to influence the elections, a matter that has already shown in the ongoing elections.
• The regime does not allow other political parties to exercise any political activities or hold public gatherings and rallies.
• Detention of political opposition is still a daily practice with the infamous ‘ghost houses’ still in use where prisoners of civil war are being tortured to death.
• Press censorship, confiscation of newspapers and sporadic arrest of journalists have become a daily practice of the government.
To insist on holding the elections, which have been boycotted by the public and major political parties, will only obstruct the national, regional and international efforts working collectively to resolve the national crisis in Sudan. This is why, by rights of common sense, it has been held almost unanimously that the recognition of the results of the ongoing presidential and constituency elections will legitimize an oppressive. It is also believed that any recognition of these elections will mean a betrayal to the victims of the civil wars, genocide and the period of 25 years of continuing oppression. The recognition will also help sabotaging the will of the Sudanese people who are seeking to accomplish a full transformation process leading to the restoration of democracy and consequently free and fair elections.
The decision made by the EU not to either participate in observing or to recognize the ongoing elections have been received with warm hearts by the Dutch-Sudanese community. We do feel proud of the European governments, in particular our Netherlands government for taking this timely and courageous decision. We, as the Dutch-Sudanese community can not but support our government in this regards. We hope that this decision will be followed by necessary measures that will intensify the pressure on the ruling regime in the Sudan so as to respond positively to the aspirations of Sudanese people to democracy, freedom and sovereignty.
